A culture defines the values and practices that have been institutionalized. These are practices that have been perfected over a long period of time and accepted as the standards of practice. When we talk about the culture of sexual harassment, this would refer to institutionalization of sexual harassment as a common practice within the military to an extent that when it happens it is sees as a normal practice. On the other hand, the system refers to the organization as a whole, as constituted by the culture and the individuals who perpetuate that culture. In this statement, the Senate Armed Forces Committee confers that to deal with sexual harassment, the system must be changed. This statement is true because there is a need to change the rules and regulations, the penalties, and other policies that pertains to sexual harassment. Only when these are changed that the culture of sexual harassment can be changed.
