Strategic human resource management (SHRM) is an integrated approach to the development of human resource strategies that enable an organization to achieve its goals. SHRM requires thinking ahead, in addition to planning ways for an organization to better meet its employees’ needs, and for the employees to better meet the organization’s needs (Fombrun, Tichy, & Devan, 1984, p. 56). During an economic recession, HR mangers have to make strategic decisions in order to return to a healthy basis for future growth. They need to design, develop and implement new HRM processes during the recession, which are simple but efficient. Strategic HRM involves defining a clear vision HRM for the recession in addition to communication the vision to employees.
