It is used sometimes for covering of long- term nursing, disability or custodial care requirements and needs. The provision of this insurance cover can be through government sponsorship programs or through private established insurance firms. It can be purchased by individual or a group (where companies cover their employees). In the either case they pay premium to protect them from unexpected healthcare expenses and high medical costs. These benefits of medical expenses payment can be funded by the government in collaboration with social welfare. Therefore health insurance reform to succeed the following stakeholders must be included in decision, these stakeholders include; health care team players (providers, regulators, recipients, financiers, suppliers, managers, and suppliers), institutions of healthcare (private sector, government, NGOs, communities, families and individuals in order to achieve their primary objective of healthcare cover to individuals and companies against unexpected medical expenses.
