The Republic of Haiti is a small sovereign state located in the Western Hemisphere. The country lies within the Greater Antilles archipelago of the Caribbean, sharing an island with Dominican Republic. The country has an estimated population of 10.6 million people (CIA Factbook, 2015). In 2010, the country was affected by a devastating earthquake that killed more than 220,000 people and rendered 1.5 million others homeless (Ramachandran & Walz, 2012). As a response, the international community camped in Haiti to offer various humanitarian assistances. Five years later, there is little success on the ground, making Haiti one of the exemplar failures of international aids, especially in the health sector.
