Private police and their power over citizens has been one of the most important concerns in security management. In normal cases, security officers assumes no more authority to act compared to private citizens except when they have been deputized through the local enactment which provide them with special powers. Private police to a large extent enjoy arrest powers in many places in the world.
In the recent past, there has been increased outsourcing of a number of policing activities from the public police and from other security agencies. This is usually referred to as pluralized or multi-lateral policing. It is in the interest of dispersal of social control for the governance of security. But one of the arising has been the public perception of the private policing in light the how the private police will enforce laws. Like other law agencies, private police have the duty of enforcing security measures and the public has the duty of obeying them. (Moore, 2008)
