According to Jefferson constitution draft, the government should be there to serve people and not for the people to serve the government (Lee, 1998a). However, history of the world regimes and even the US government sometimes has proved contrary.  The initial enactment of the constitution was to outline the role of the citizens and the government and to help people live in peace with one another.  However there are incidences where the government has used the constitution to oppress its own people. Jefferson was therefore calling for a perfect government which serves the people and looks at their welfare. Henry David Thoreau, an American naturalist, tax registers, and a government critique came up with the concept of civil disobedience as a way of educating the general public that they should not tolerate a government that is not meeting its obligation.
