The governance structure of FIFA has the FIFA Congress on top and the FIFA Executive Committee under the Congress. Under the Executive Committee, there are four Independent Governance Committees, including Task Force Revision fo Statues, Task Force Ethics Committee, Task Force Transparency & Compliance, and lastly, Task Force Football 2014 (FIFA, 2016). The independent governance committees, as the name suggests, operates independently without the major oversight of the FIFA Executive Committee and the Congress. Although the are supposed to report to both, they have guaranteed independence in operations. The main problem with this structure is that there is not effective governance and supervision because the independent governance committee operates independently.
